Storm Blaster was a blue Jeep-like vehicle. It was affiliated with Blue Turbo Ranger Justin.

Lightning Cruiser was able to transform into a flying jet mode [1], while Storm Blaster could fire a magnetic claw on a winch (Lightning Cruiser could tow it through the air in this manner) [2]. Both could shoot respectively-colored lasers [1], and both appeared able to teleport [3].

Turbo

After finding a star chart to Lightning Cruiser and Storm Blaster, Divatox sent Dreadfeather to retrieve them; the cars flew to Earth once their asteroid was broken open, but Storm Blaster and Justin were soon captured in a warehouse [1]. After taming Lightning Cruiser, T.J. flew over the warehouse and pulled Storm Blaster free (with Justin inside) [1]. The cars then regularly assisted the Rangers in battle [2] until being captured by Piranhatrons during Divatox's assault on the Power Chamber [3].

In Space

Much later, Storm Blaster managed to escape from the Piranhatrons on an alien world and sought Justin's help [1]. He and the Space Rangers accompanied Storm Blaster to free Lightning Cruiser from said planet, and Storm Blaster then took Justin home [1].

Who built Lightning Cruiser and Storm Blaster?

Unspecified. All we know is that the star chart which revealed their location (reportedly an asteroid in the "Omega Quadrant") had been "missing for eons," according to Divatox [1]. One could also note some sort of apparent connection to the Red and Blue Turbo Rangers [1]:

Note, however, that Lightning Cruiser and Storm Blaster did not initially bear the emblem usually found on the Turbo Rangers' equipment until the cars had actually allied with the Rangers [1].

Unknown; it wasn't mentioned in dialog. After he sat on it, though, the asteroid rumbled and apparently broke in half to release the cars [1].

Did Lightning Cruiser and Storm Blaster have a connection to the planet Onyx?

One could, perhaps, note that the two cars were depicted on their star chart (which reportedly showed their location) with arrows coming from a red planet with yellow rings (sound familiar?) [1]. Ultimately, though, no connection was specified in dialog (and there could certainly be more than one planet in the universe with that appearance, notwithstanding that Onyx didn't even reliably look like that).

Why did T.J. have to struggle with Lightning Cruiser at first?

Unspecified. Some fans (and T.J.'s actor) have compared it to taming a wild horse, which wouldn't be out of line with Elgar's remark upon falling out of the car: "That pony bucked me!" [1].

Why did Lightning Cruiser have a jet mode if Storm Blaster could fly as-is?

Unknown. Storm Blaster was twice seen flying as a blue streak [1], which one might tend to equate with teleportation, but it was also seen flying (sans-streak) through space and through the night sky [2].

How did the Rangers learn Lightning Cruiser's and Storm Blaster's names?

That's not clear. Before uttering the name himself, it seemed Justin had only heard Elgar use the name "Storm something" (at least on-screen); T.J. wasn't ever seen learning Lightning Cruiser's name, but that didn't stop him from using it [1]. Psychic Ranger knowledge?

Did Lightning Cruiser experience lingering ill effects from being shot down in "One Last Hope?"

Though the neutron laser's blast did necessitate an immediate forced landing (complete with smoke) [1], no specific damage was mentioned; Lightning Cruiser was simply in full working order when it next appeared [2].

What about in "The Turn of the Wretched Wrench?"

As above, the missile from the Maniac Mechanic's battle wagon did down Lightning Cruiser (with smoke) [1]. This time, however, T.J. briefly had trouble starting the engine, and the car's exterior was visibly damaged in spots by the end of the battle wagon fight [1]. The car was shown in working condition numerous episodes later [2]. (Note that Storm Blaster also seemed to sustain visible external damage — this time from the battle wagon's buzzsaws — but the damage wasn't specifically shown after Ashley's quick engine repairs [1], and the vehicle was shown in working condition a few episodes later [3].)

On the alien world where we saw them chained up, Piranhatrons whipped them with chains, forcing them to pull some sort of heavy loads [1]. Beyond that, dunno.

It wasn't explained [1]. We don't even know whether it was his original Morpher or a duplicate. Further, did Justin's revisited powers come directly from Storm Blaster? Could Lightning Cruiser have provided T.J. with a Morpher?

Whether or not people working on the show wished to be able to place Lightning Cruiser in the scene, all we have to go on is that the car was a red sports car which apparently lacked all of the customizations which made Lightning Cruiser Lightning Cruiser [1]. The car wasn't mentioned in dialog, but note that it was described in the script as a "stylized sports car" (the color wasn't specified, nor was Lightning Cruiser mentioned).

Unless you insist that Lightning Cruiser appeared in "Forever Red," both vehicles were last seen in "True Blue to the Rescue": Storm Blaster apparently took Justin home, while Lightning Cruiser was last seen with the Space Rangers on the planet where the cars had been freed [1].
