What was the origin of the Masked Rider powers?

In the opening titles of Masked Rider, Dex was seen receiving powers from Lexian's hands and mind crystal as the narrator explained that Dex had been "given great powers by his grandfather, the king." At the same time, the powers were repeatedly stated to have been passed down from father to son (!).

In Power Rangers, Dex explained that the Masked Rider powers had existed on Edenoi "for many centuries, handed down from king to king, kept always ready but never needed... until recently" [1]. He also noted that the powers had been bestowed upon him by Lexian "when it became clear that [they] were losing the fight against [Dregon]" [1].

During the above explanation, Dex's mind crystal showed a video of a bright object streaking down to a planet's surface, and the gleaming Masked Rider (initially unconscious?) arose from a flaming crater and posed [1]. It may be noted that none of this imagery was actually mentioned in dialog.

How did Dex initiate his transformation into the Masked Rider?

Dex called out, "Ecto phase activate!", and the shot then zoomed in on his Ecto Accelerator belt buckle (which became visible through his clothes) [1]. This initiation method appeared both in Power Rangers and Masked Rider.

Aside from their initial Power Rangers crossover miniseries (and a crossover comic book by Marvel Comics), neither series made reference to events from the other: neither the Rangers nor Masked Rider relied on each other in times of crisis, nor did Zedd ever make mention of his rival Dregon again. Oh, and a scene from the series later appeared on a TV in Power Rangers.

That's right; the Rangers met Dex on Edenoi [1], and then many seasons later, Dex (or someone who looked like him) was a character on TV (the name "Dex" is spoken twice, though it's a bit difficult to hear) [2]. Nadira apparently loved the show (she called it "her show") and wept while watching the Dex character reunite with his family; tissues covered the floor, as though she'd been crying for quite some time [2].

The clip was from "Escape from Edenoi, part 2" and was part of the closing scene of the two-part Masked Rider premiere. Wearing a white and black jumpsuit (his customary attire in Masked Rider, though it didn't appear in Power Rangers), Dex was happily welcomed back by a teenaged girl (Molly) and a younger boy (Albee), and a man (Molly and Albee's adoptive father, Hal) then invited Dex to the dining table, where they'd saved him some dinner; a woman off-screen (their mother, Barbara) assumed he was famished [1]. No names but Dex's were heard (and Dex's only barely). In that episode, Dex had just finished saving Leawood for the first time; once he returned to the Stewart family, they invited him to live with them.
